[BUG] Disabled filters still show when disabled

If you disable a rule, then disable ABP and open the blockable items list the disabled rule is shown (greyed out). This should not happen.

What do you think *should* happen if Adblock Plus is disabled? No filters shown at all or all filters considered disabled?

If ABP is turned off (grey icon) a disabled rule within a subscription is no different to any other rule to the user. It might also be worth noting that the disabled filter can be re-enabled and it turns red like it is blocked, even though ABP is off (I don't think this should be possible).

If ABP is off I don't think the user should be should be alerted to disabled filters (it is seems irrelevant and a little confusing to me).
