It doesn't allow for completely free string based whitelisting, so it indeed
wouldn't behave exactly as "ordinary" whitelistings.
But per-domain whitelisting is better than none at all IMO.

It would allow prefix-based whitelisting like "@@|http://google.com/*" - so the standard "Disable on ..." rules can be dealt with. Problem is that more general rules will not work, introducing new inconsistencies. So: yes, this would be definitely better than nothing, but not a complete solution of the problem.
