Please explain "Create and edit your filter list"

I just went to "Create and edit your filter list" for the first time, and it is confusing. "My filter list" is a greyed box that lists a number of websites where I think I PERMITTED ads to be run. Is that a blacklist or a whitelist? And why is it greyed out?

It's about your custom filters which can be exceptions or blocking filters.

You can click "edit filters" button and edit those filters or add other new. filters.
