I'm subscribed to EasyList, and it has a complete block of a certain domain on $third-party sites.
EasyList also has some whitelist for some parts of the this domain to prevent third-party sites from breaking because of the block.
This works fine/as intended.
However, I also have a user-defined complete block of this domain.
It is ignored when partial whitelist from EasyList applies.
Imho, this is a bug. User defined filters should override filters from subscriptions.
And no, this is not an issue with EasyList, this is an issue about filter priority.

There is no prioritization in ABP. It was requested many times in the last years.
If you want such things you could try uBo (ublock origin adblocker) which implemented some interesting features:
$important => will override a whitelisting filter
$badfilter => will disable a filter (any type: blocking or whitelisting ones)
