Why is the Element Hiding Helper a separate extension?

Why is the Element Hiding Helper a separate extension?
It seems like something is missing if you don't install this extra extension.
What about making both extensions just one?

Element Hiding Helper is needed only to compose element hiding rules.
If you just use subscriptions you don't need it.
And even if you use your own filter set like me, you may not need any element hiding rule.
In fact I don't have any.

It requires a higher knowledge level than the usual Adblock Plus functionality - so most users won't need it and would only be confused by the functionality anyway.
