Is there a way to add ALL sites to the white list and add YouTube to the black list?

(I ONLY need to block YouTube's pre-roll ads.)

remove all subscriptions

then add to your custom filters all the youtube filters you find here (for example):
https://easylist-downloads.adblockplus.org/easylist.txt

or add only (try it)
