I keep getting a popup saying my license has expired. I thought Adblock Plus was free on Chrome.

It's free, probably you installed some fake-malware extension.

Remove it, scan for malware:
use malwarebytes antimalware (free version) ==> https://www.malwarebytes.org/
and adwcleaner http://www.bleepingcomputer.com/download/adwcleaner/
