Downloads fail with Chrome 65

Downloads for old statements request (not current statements) downloads are failing in Chrome 65 for Citi.com (bank)
Current statement downloads work fine.
The old statement download worked last year, but it's failing now.
The download starts, fails, then returns to the original old statement list.

This was observed for Chrome 65.0.3325.181

or easier: just whitelist the site in ABP
