Blocking service worker requests when Adblock Plus disabled

When disabled, Adblock Plus seems to be blocking ads related requests that are made from a service worker. As an example, visit https://www.ft.com, disable the ad blocker for that site, and refresh the page. You will see a grey empty space at the top of the page where ad advert would normally appear. If you open up the network tab, you can see two of the requests are blocked. One is to the google ads library, and another to an internal endpoint called `ads-api`.

We have had a lot of complaints from users about this, and we would appreciate it if you could look into it asap.
