Is there any way that ABP can also block DHTML since many websites are now warning about cookies via DHTML POP-UPS and that you need to accept by clicking a button which is just a form of TRACKING. There are legitimate reasons for DHTML but just like adds, they can be whitelisted.

The only way to reliably block DHTML altogether is to block scripts, which Chrome allows you to do on an origin-by-origin basis (two origins are the same if and only if they have the same hostname, URI scheme, and port; subdomain wildcards are supported too).
Other than that, annoyances can be blocked on a case-by-case basis much like ads, and there are already specific filter-lists for cookie notices, like "i don't care about cookies" and "Block the EU Cookie Shit List".
