Popup not blocked on Chrome

An annoying popup appearing in lower right hand corner of screen that goes to TheAdvocate.com - apparently connected to Louisiana State University. Any I idea on how I can get this to stop? I have run out of options looking through Adblock Plus Settings and Chrome settings. Otherwise, it appears this extension is performing well.
