[bug]options page encoding

options page should use utf8 and use html meta tag to force browser show utf8 characters. Sometimes, abp for chrome fails to show chinese, korean, russian..etc.

It's a known Chrome bug which doesn't affect Chrome 9. So far I didn't have time to check Chrome's bug database - maybe it is reported or maybe we need to report it.
