Is the about:permission setting different from the current Firefox option "Block pop-up windows"?

It allows fine-tuned access to the internals of permissions.sqlite, allowing the specific setting of custom permissions for every single domain.

I'm thinking that if you set the popup permission to "2" then Firefox would absolutely not allow popups from that domain; the integrated popup-blocker isn't perfect.

thanks i will give that better popup blocker a try... as i still get them from both TPB and DMND
