Filter over 3G?

How can I configure ABP to filter ads when I am connecting to the internet over a 3G connection instead of via a wifi connection?
All the instructions I have found require selecting and configuring a wifi network. Will Adblock work at all without a wifi connection?

Thanks for the response mapx.
I tried this, but I cannot access or change the APN settings; it's all greyed out. I'm on a rooted Galaxy S4, Android version 4.2.2.
Unless I'm missing something very obvious... Any other fixes for this issue that you're aware of?
