does wireless have to be on always for adblock plus to work

In asking to get port 2020, that seems to imply wireless needs to be turned on all the time for AdBlock Plus to work. I have a Verizon Samsung Note II & I almost never turn on wireless. Don't need to. Still have unlimited data plan.
Wireless is a major battery power consumer. Is it worth it to turn on Wireless just for AdBlock?

Unless I'm mistaken ABP for Android only works on wireless connections unless you have a rooted device.
