Proxy Issue

Hello. I know this is a very tired thread, and through searching old posts I have yet to see my exact issue or a fix for it. When I go to configure proxy- it lets me save, I enter all the correct info. Nothing. Same issue. Have tried to forget network and go back through entering data. Still doesn't change "allowing ads on wifi".
