Cannot configure on Nexus 5.

Ever since the newest OTA update, my Nexus phone has been bombarded with ads. This was not the case before I installed the update. I have ad block Plus for Android installed, and my device is running Android 5.1.1. I did my research, and have gone into Wi-Fi settings, modified the settings and for proxy host name I wrote localhost all one word lower case, and put port number 2020. I had no problems saving my changes. However, Adblock Plus is telling me that it is still waiting for traffic on port 2020. Is there something else I should be doing? It sounds simple enough but for some reason I must be doing something wrong.

I also can't configure on my Galaxy Tab S! Same issue, only my Android Version is 5.0.2 :?
