Rooted 5.1.1 + AdblockPlus on 3G?

I have a Nexus 4 running rooted Android 5.1.1. I'm on "Pay_for_what_you_use" carrier (Ting) and recently read an article regaridng how much data is consumed by Android apps pulling ads off the internet. I downloaded and installed AdblockPlus. After reading several tutorials on setup of ABP, it appeared to me that it only works on a wifi connection, which I really don't care about.. When on wifi, the ads are *merely* annoying, whereas on 3G, they're EXPENSIVE (and annoying).. Documentation for ABP seems to infer that a rooted phone can block ads coming in via 3G, but it's about as clear as mud to me. When ABP is running it notifies me thats its waiting for a proxy connection on port 2020, I tried going into the APN for my 3G connection and adding localhost and port 2020. This did not work... I don't know if I'm doing something wrong or it just doesn't work this way.. I'm familiar with proxies, being a retired sysadmin.. Ideas??

Thanks
Dave

Thanks for the link..
I read the link, and found that it is what I'd already tried several times..
On rooted stock 5.1.1....
Settings/More/Cellular Networks/Access Point Names
Found the in-use APN, "Ting Data", selected it
Found "Proxy", entered "localhost", found port, entered "2020", hit save
Rebooted the phone, got a warning that Adblock was using root permissions..
Still getting the "Adblock Plus-Waiting for traffic on port 2020"...
Still getting ads on worst offender program that I use often.. Gasbuddy, which
apparently does not have paid version (which I'd gladly pay to get RID of the
#@@@#% ads)... Anyway, any ideas?

Hey Ivdave!

Could you try entering "3030" for the "localhost"?
Sorry to disappoint, but we don't have any Android developer at the moment and we are well aware that this app is having a lot of bugs.
Anyways, I hope that helps.
I would suggest you try Adblock Browser. It has many cool features :)
