Silent install not working

Silent installation of Adblock Plus for IE 1.6 is not working
I am trying to deploy 1.6 for IE to my Enterpirse enviroment however the SILENT install will not work because they are blocked by this message hidden in the background.
IE is not running on the machine and I have tried silent switches such as:

I have also tried the MSI installer with the following command line:"adblockplusie-1.6.exe" /SP- /VERYSILENT /SUPPRESSMSGBOXES /NORESTART
msiexec.exe /i "adblockplusie-1.6-x64.msi" /qn ALLUSERS=2
Can anyone here help me please?
