Is ABP not partnered with Bing?

Google text ads are whitelisted, then why aren't Bing's?

Is it that ABP has a "partnership" with Google but not with Bing? Or is it that Bing doesn't have a large enough web presence even it's the second largest search engine.

Every website has to apply individually for Acceptable Ads independent of their size (actually, the majority of applications has been coming from small or medium sized websites). Websites that are currently on the list have already gone through the whole process while other websites with Acceptable Ads on them have either not yet applied or are still in the process.
