According to forum/viewtopic.php?f=1&t=23556, the Google entry on the whitelist is preventing the ability for the user to block the World Cup ads. Either Google is not adhering to the acceptable ads policy, or your filter needs to be fixed to be specifically for ad words and not Google Doodles.
Of course, if you fix the bug I recently reported where the user can't override any whitelist entry without disabling it entirely, this would go away. Ideally, user-created blacklist entries should override non-user created whitelist entries. Otherwise you are just encouraging users to disable the whitelist.
