Whitelisting networks with many different sites

How does one approach the process of whitelisting an entire network of thousands of different sites, with new sites being added daily and some sites going off the network?
I recall reading something a while back about secure signatures discovered in the content and being checked against an offline agreement but cannot find reference to it now.
Could someone please point me to the docs and/or code describing this capability?
