Adblock Plus is ineffective for surveillance protection by default as it comes with Acceptable Ads enabled: These ads are not meant to be "ads that don't track you".

The statement is correct. Adblock Plus has thus far always chosen to offer additional privacy protection on a product-level, rather than making it a part of Acceptable Ads. Therefore, users can opt-in to the EasyPrivacy list to enable additional privacy protection. Because the Acceptable Ads Committee (https://acceptableads.com/en/committee/members) has now taken over any future decision-making of what Acceptable Ads should be(come), perhaps this status quo will change in the future.
