Up until now, any ad "blocker" for safari was only really an ad remover that removed elements from page but didn't actually save bandwidth or prevent them from loading most of the time. That's because, up until now, it wasn't possible with safari's limited api not allowing the level of access to actually block the requests from being made, until now.
I am curious when/if ABP will be getting updated to be a true content blocker in Safari 9.0?

Well, Adblock Plus for Safari, ever since blocked actual requests. However, this is limited to requests associated with DOM elements. So XMLHttpRequests and requests initiated by plugins like Flash couldn't be blocked, while images, scripts and subframes always have been blocked in a a way that no request is sent to the server.
However, with the new content blocker mechanism, available in Safari 9, you could theoretically also block some requests that couldn't be blocked before. But that mechanism has other limitations, and isn't currently used by Adblock Plus for Safari.
