ABP prompting question mark instead of menu

as the title says, when i press the abp button on the menu bar on safari, it prompts a text-box with a question mark instead of giving me a menu.
currently, abp isn't blocking any ads and reinstalling doesn't fix anything. i've tried updating the OS, updating the safari and obviously restarting.
please help!
