The closest thing is something to remove all GIFs, but that's full of false positives: *.gif$image,object,object-subrequest
ABP cannot determine whether an image is animated just from the URL or the context in which it is loaded, and it works by blocking the images, so it can't download first to tell whether they are animated.

You can change animation settings by setting image.animation_mode entry to none, once or normal (default), in about:config: http://kb.mozillazine.org/Animated_imag ... derbird%29

I just hope the OP is using Firefox, because I don't know a way to keep images from animating in any other browser.
