[Done] Feature request: Disabled user filters

I disabled the "My Ad Blocking Rules" section and forgot to re-enable it. I soon discovered it was disabled when I tried to block and image and my rule did not seem to work.
It would be nice if there was a message in the filter composer window like when ABP is disabled and you try to add a filter.
Also in my opinion the existing warning is a bit small and not that noticeable.
