there is no problem for users using english language.
For many user using other languages when entering a comment with blocking issue too much they might be confused.
they might not know whether they enter comment in English or not. If there is the issue of filters users to report would be better to submit in their language to maintainer using the same language. but If there is other issue it should be submitted only in English.
so a subcription about multilanguage might be need at this step.

Users will use the language they are most comfortable with - as usually, no clarification required. It is most natural to enter the comment in the language of the Adblock Plus user interface. Maintainers might have trouble understanding it (particularly fanboy) but Google Translate should be enough help.

When I click the privacy policy link in Ubuntu 10.4, a dialogue appears requesting that I specify an application with which to open https links. Should it not automatically use the browser in which the add-on is actually installed?

Michael, it will use the browser automatically - if any of the browser windows are still open. I guess in your case they weren't? Adblock Plus currently doesn't know how to open new browser windows.

Yes, although the link "Visit Home Page" from the add-ons menu opens correctly.
