Just built. Not working in IE11.

I was able to successfully build the new-adblockplusie project on my Windows 10 dev machine. I copied the html and locales folders to the debug folder with the dll. I regsvr32'd the 64-bit adblockplus dll and when I open add-on manager in IE11 I see it there and it is enabled. But I don't have anything in the status bar at the bottom. And going to the test site shows it is not working. I must be missing a step here. Any ideas?
