are you using some security software with web shields ? try to disable such of application (be sure to have at least windows firewall activated)

if still have issues you could do a scan for malware, use this:

I use nod32 (paid version), but there has never been a problem.

1.so, scan your system using malwarebytes antimalware
2.you can not access paypal, you must also check your HOSTS file to be sure some virus does not modified it
