From observations and several experiments on multiple computers, it seems that the Adblock Plus add-on is failing to fetch the filter lists as long as the main Easylist site has not been visited prior. The add-on will install, but with the failed fetch, filters are non-existent which leads to users seeing ads as if the adblocking was not there even though the add-on is installed. However, if the Easylist site is opened while or prior to the add-on installation, then the add-on will successfully fetch the filter lists.
Perhaps it may be something to do with sites not being allowed to be access by some functions prior to visiting or maybe something to do with certificates?

To find out what the problem is, use the Browser Console. Note that this is different from the Web Console. Make sure everything's enabled under Net, JS, Security and Logging.
