[issue 4599] third-party acts like first-party

Hello everyone!
We have a problem with ABP plugin

Information:
The Adblock Plus version number - 1.12.4
The browser and browser version number Chrome - 55.0.2883.87
The computer operating system - MacOS Sierra

Problem:
When user load web site from the scratch (without any files in local cache) ADBlock Plus blocks all resources from the same origin.

Step to reproduce:
  1. Ensure that you have RUAdlist+EasyList enabled (probably all other filters are affected)
  2. Go here and find any rule in such format: "||example.com^$third-party".
  3. Clear your browser cache.
  4. Open the web-site from this domain in new tab
  5. All resources should be blocked by ADBlock Plus.
  6. Reload the page.
  7. Everything is ok now.
Alternative way to reproduce this error (doesn't require to clear your cache every time):
  1. Ensure that you have RUAdlist+EasyList enabled (probably all other filters are affected)
  2. Go here and find any rule in such format: "||example.com^$third-party".
  3. Google this domain and click on the one of search results.
  4. All resources should be blocked by ADBlock Plus.
  5. Reload the page.
  6. Everything is ok now.
Some examples:

  • ||casas-mario.ru^$third-party
  • ||corporative.ru^$third-party
