Can't buy Adblock Plus Premium

Hello Guys, good Morning.

I won't buy Adblock Plus Premium and my Browser said -You can't buy, it is not available in my Country. I live in Germany. Is this normal? :?:

Perhaps there are problems with the bank whose card you use? I think the bank's technical support should help

My ABP Premium subscription keeps cancelling itself whenever I close Google. So annoying.
